Meet Dr. Chang

Dr. Chang is a board-certified ophthalmologist who is fellowship-trained in cornea and external disease and refractive surgery.  After earning his undergraduate degree at UCLA studying biology and physics, he received his medical degree at the prestigious University of California, San Francisco.  He then completed his internship at Harbor-UCLA Medical Center and ophthalmology residency at the Medical College of Virginia.  Following that, he served a fellowship in cornea and external disease at the University of California, Davis, where he studied under two of the world’s leading cornea experts, Drs. Mark Mannis and Ivan Schwab.  While at UC Davis, he headed up several research efforts involving corneal diseases and corneal transplant surgery.  He also trained in many refractive surgery techniques and developed expertise in managing complex cornea and refractive surgery cases.

Dr. Chang has practiced in Ventura County since 1995. In 2002 he acquired the highly respected practice of Dr. Ronald Noblin, who served the community for over 30 years before retiring in 2005.

Dr. Chang has received numerous academic honors, published many scientific articles on various topics in peer-reviewed journals, and authored chapters on corneal surgery and diseases in major ophthalmology textbooks.  He was one of a select group of nationally prominent corneal and refractive surgeons to serve on the Cornea Study Group, which worked with instrument manufacturers to develop new instruments and techniques for corneal and refractive surgery.  He is a former president of the Ventura County Ophthalmology Society and has served on the Board of Governors of the Ventura County Medical Association.  He has also represented Ventura County at the California Medical Association House of Delegates.  Dr. Chang considers it an honor that many physicians, nurses, and other healthcare professionals in the community have chosen him as their ophthalmologist.

In addition to being an outstanding eye surgeon, Dr. Chang is an accomplished violinist and served as Assistant Concertmaster of the UCLA symphony orchestra while a student there.  He is also an avid magician hobbyist, specializing in prestidigitation (sleight of hand), and is a magician member of the famous Magic Castle in Hollywood. 

Dr. Chang emphasizes excellence in clinical care and compassion for his patients.  Although providing the highest level of care for his patients is a top priority, Dr. Chang is most devoted to his lovely wife Sylvia, and to God.
